Virgilio L. Peña
Chairman, Commission on Information and Communications Technology

Prior to his appointment as Chairman of the Commission on Information and Communications Technology, Virgilio L. Pena was Undersecretary for ICT of the Department of Transportation and Communications and Executive Director of the Information Technology and e-Commerce Council (ITECC), a government and private sector planning and advisory body tasked with the development of ICT in the country.

Mr. Peña was a prominent figure in the private sector before he was invited to join the government as Presidential Assistant for ICT under the Office of the President in June 2001. He spent most of his professional career at IBM, where he became the Country President and General Manager in 1989 until 1994. He then joined San Miguel Corporation, the country’s largest food and beverage conglomerate, as Chief Information Officer. In 1998 he became President and Managing Director of San Miguel Brewing International in Hongkong. He also managed a consultancy firm providing business transformation and total quality management services before joining government.

Mr. Peña completed the International Executive Program of Columbia University and is an Electrical Engineering graduate of the California State Polytechnic University.
