Patricia B. Arinto is an Associate Professor at the Faculty of Education of the University of the Philippines Open University (UPOU) where she teaches courses on foundations of distance education, learning theories and instructional design, and online teaching and learning. She is also Program Chair of UPOU’s Master of Distance Education program.

From 2000 to 2004, Prof. Arinto headed the academic unit responsible for instructional materials development for all of UPOU’s course offerings in more than a dozen academic disciplines. As a training consultant of the Foundation for Information Technology Education & Development (FIT-ED) since 2000, she has led teacher training workshops on integrating computer-supported activities across the curriculum, designing Web-enhanced learning activities, and telecollaborative learning. She has also developed training materials and conducted teacher training workshops for World Links Philippines, World Links Cambodia, and World Links Lao PDR.

Prof. Arinto is also the Associate Editor of the biennial Digital Review of Asia-Pacific published by ORBICOM (the UNESCO Network of Chairs in Communications) and the International Development Research Centre of Canada.

Prof. Arinto has a BA in Communication Arts (magna cum laude) from the University of the Philippines Tacloban College and an MA in Comparative Literature from the University of the Philippines Diliman. She earned a Postgraduate Certificate in Technology-Based Distributed Learning from the University of British Columbia, Canada in 2003, and is now completing a Doctor of Education degree at the Institute of Education, University of London.
